The U.S. Mission in Addis Ababa/Ethiopia is seeking eligible and qualified applicants for the position of Public Health Specialist Monitoring and Evaluation.

Duties

  • The job holder is a senior program specialist and key public health technical advisor to the Monitoring, Evaluation, and Data Integration (MEDI) Branch Chief in CDC-E.
  • The main purpose of this position is to develop public health informatics programs and Health Information Systems (HIS) leading to the monitoring and evaluation of PEPFAR-funded programs as defined in the PEPFAR Country Operational Plan (COP).
  • The job holder will work as a senior technical advisor and project manager to coordinate the design, implementation, and strengthening of monitoring systems and evaluation projects as well as provide technical assistance to the Ethiopian Ministry of Health (MOH) and Regional Health Bureaus (RHBs) in building capacity of their public health informatics systems and HIS.
  • Quantifying progress towards targets set for PEPFAR and the national HIV response requires public health informatics technical knowledge, results-oriented data analysis, advocacy, and the ability to develop and maintain collaborative working relationships with USG partners at both implementer and national levels.
  • The job holder will support MOH, Ethiopia Public Health Institute (EPHI), and Implementing partners on policy, strategy, and planning of digital health interventions including patient-level, surveillance, and aggregate health information systems (HIS).
  • Provides scientific and technical guidance on appropriate strategies for health information collection, access, analysis, and dissemination. Provides strategic guidance to implementing partners in the establishment of capabilities for maintaining, upgrading, and using existing health information systems.
  • Provides project management support to health information systems initiatives supported by CDC Ethiopia.
  • The job holder leads the evaluation of HIS in terms of addressing the requirement and ongoing new program needs, quality of patient care, user acceptability, and performance of the systems.
  • Job holder represents the agency on M&E and HIS issues at technical, policy, and strategic meetings, including meetings with collaborators and donor agencies.

Qualifications:

Education:

  • A Medical Doctor degree (MD) with a Master of Public Health (MPH) in Health Economics, Epidemiology, Health Informatics, Public Health, Public Policy, or equivalent with a specialization in monitoring and evaluation is required.

Experience:

  • A minimum of five years of progressively responsible professional-level experience working as a monitoring and evaluation specialist in a health/medical research organization, health information systems project, university, or public health program implementing agency is required. One additional year of experience at the managerial level with multiple staff is required.

Language:

  • Level 4 (Fluent) Speaking/Reading/Writing Amharic is required. (This may be tested)
  • Level 4 (Fluent) Speaking/Reading/Writing English is required. (This may be tested)

Skills and abilities:

  • Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners and to prepare required written reports. Advanced leadership skills are required to lead results-driven project teams and workgroups.
  • The ability to analyze, understand and discuss new program design, management, and implementation approaches is required.
  • This includes the development of survey indicators and monitoring (These may be tested, or a written test will be conducted) systems, evaluation designs, use of reliable and valid instruments, field experience in data collection, and methods in data analysis.
  • The incumbent will be expected to exercise considerable ingenuity and tact in applying guidelines to unique and different settings, as the work is highly complex and can be threatening to stakeholders.
  • Considerable innovation will be required to influence other collaborative organizations engaged in HIV/AIDS M&E and HIS programs to adopt appropriate strategies for their program activities.
